Minister dismisses more tax power for Holyrood

The Scotland Office minister yesterday said there is no case for giving Holyrood major new tax powers, putting him on a collision course with Labour colleagues north of the border.

In an exclusive interview with The Herald, David Cairns made it clear Labour had to "reclaim" devolution from Alex Salmond and an ascendant SNP.

Yet he brushed aside talk of substantial new powers for Holyrood as an inward-looking "McChattering classes" issue, saying Labour should be concentrating on how best to deliver core services and on creating a superior vision for Scotland's future to those of the Nationalists, Conservatives and Liberal Democrats.

His intervention will ruffle feathers north of the border, particularly those of Wendy Alexander, the party's beleaguered leader in Scotland, who is a driving force behind the Scottish Constitutional Commission, which brings together the three major unionist parties.

Sony to Introduce New Blu-Ray Players

It will be the first new player from Sony, the inventor of Blu-ray, since the format beat out the other technology that vied to become the high-definition replacement for the DVD.

Toshiba Corp. announced last week that it would stop making players for the HD DVD, the disc it invented, mainly because Warner Bros. Entertainment said it would drop the format to focus on Blu-ray discs.

The BDP-S350 player Sony plans to introduce this summer for "about $400" will be the company's first to feature an Ethernet port, allowing it to connect to a home broadband connection. However, it won't be able to access Internet content when it ships — a software upgrade will be available later to enable that feature, known as BD-Live.

A second player, the BDP-S550, will be available this fall for "about $500" and will be BD-Live-capable when it ships.

Budget 2008: Speech of P Chidambaram, Finance Minister

If 1984 and 1991 were turning points in the history of India's economy, 2004 was another turning point. Confident that high growth was sustainable, the UPA Government had declared in the National Common Minimum Programme its intention to make growth more inclusive. Sir, I ask this House, respectfully, to judge our record on inclusive growth from the following sample of facts:
Agricultural credit doubled in the first two years of this Government and is poised to reach a level of Rs.240,000 crore by March 2008.

The National Rural Employment Guarantee Scheme has proved to be a historic measure of empowerment of Scheduled Castes and Scheduled Tribes and, especially, of women.

The Mid Day Meal Scheme is the largest school lunch programme in the world covering 11.4 crore children.

Wilco transcends "dad rock" in sold-out show

A well-rounded set aimed to please with choice selections from the group's back pages, too, including "Too Far Apart" from Wilco's 1995 debut, "A.M," and the twinkling "California Stars," top vote-getter in an online request poll.

The band also dug deep into its 1999 masterpiece "Summerteeth," yielding bracing renditions of two all-time great Wilco tunes, "She's a Jar" and "Shot in the Arm." The title track also made a rare live appearance.

After rising from the ashes of Uncle Tupelo more than a decade ago, Wilco branched out beyond its alt-country roots to embrace a range of styles. From album to album, these restless wanderers -- America's answer to England's Radiohead, some say -- have been completely unpredictable, yet consistently rewarding.

And so it was in concert.

Luke Johnson: pizza entrepreneur to turn round Borders

All turnrounds are hard work and never go according to your initial plan, but on many of the crucial measures we are doing well and there is potential."

Having grabbed Borders' UK operations from under the nose of bigger rival WH Smith for a bargain price of £10m, Mr Johnson intends to spend in excess of £2m over the next two years on reviving the business.

He believes that WH Smith was "mad" not to have bought Borders and could have found a way through the potential regulatory hurdles which stopped it making a bid.

Philip Downer, whom Mr Roche replaced as head of the business in 2006, has been re-promoted to his old job and will implement the turnround plan.

New IT systems and an upgraded website are on the way and Borders is also looking for new product categories, such as computer games or educational toys, to fill empty shelves created by diminishing demand for CDs and DVDs.

Virginia Supreme Court Says Anti-Spamming Law Not A Free Speech ...

Jeremy Jaynes, considered one of the biggest spammers in the US was sentenced to nine years in prison for violating a Virginia anti-spam law. As part of his appeal, Jaynes claimed that the anti-spam law itself was unconstitutional, as it violated his right to free speech. It would appear that argument hasn't worked out, as a somewhat divided Virginia Supreme Court has ruled against him, upholding the conviction. It does raise some interesting first amendment questions -- but most spamming activity involves so many other things that could be considered illegal (such as computer trespass, identity fraud, false advertising, etc., etc., etc.) that you would think spammers could be convicted on charges that have little to do with free speech issues.

Reality lost on those who put faith in universal health care

It is no wonder that none of the candidates have sparked much interest this campaign cycle.Let's go back to basics. I did the numbers on my hospital test. I added in every cost including salaries, equipment, utilities, insurance, and then gave everyone a 100 percent profit margin. The cost of my test: well under $200.Prior to the test, I did not call the hospital and ask about the cost.Suppose that I did not have insurance and health care was sold in a free market. Here is what would have happened.I would have called the hospital. They would say the cost would be $900.I would call another. In a free market, some hospital is going to settle for only 300 percent profit and ask for $450. Sooner or later, I would find a hospital that would do the test for $150.Would I travel 200 miles for $700 in savings? Yes, I would. The people who demand "free" universal health care maintain that the medical industry is ripping us off.

Corrections and clarifications

An item Thursday in the Regional News Watch about a brawl at Bradley Technology and Trade High School incorrectly stated that the school's safety aides were away at training at the time. The Milwaukee police officers assigned to Bradley Tech as school resource officers were at training.

***

Because of an editing error, an article in some editions Thursday about potholes misspelled the surname of a Milwaukee alderman. His name is Jim Bohl, not Buhl.

2/14/08

An article Wednesday about proposed legislation seeking $900,000 in emergency funds to save 21 assistant district attorney positions across Wisconsin misstated the impact the additional funding would have on the state budget deficit. It would increase the deficit to about $401 million, not about $500 million.
